Yes. Australian rules require wet areas such as showers and bathroom floors to be waterproofed to the standard AS 3740 before tiling. The membrane goes on first and is left to cure, then the tiles are laid over it. Skipping or rushing this step is the most common cause of leaks behind bathroom walls.
It varies by state. In Queensland, wall and floor tiling and waterproofing are licensed trades through the QBCC, while in most other states tiling itself is not separately licensed. Because there is not always a licence to check, insurance, a written workmanship warranty, reviews and an ABN lookup are the practical ways to vet a tiler.
Sometimes, if the existing tiles are sound and firmly stuck and the levels allow it, but in a wet area most tilers prefer to strip back to the substrate so the waterproofing can be renewed. Tiling over also raises floor and wall levels. A tiler will assess the surface and tell you whether a tile-over will work.
Either works. Many people choose and buy their own tiles from a showroom and pay the tiler for labour and materials like adhesive, grout and the membrane, while others ask the tiler to supply everything. Agree who is buying what, and order about ten percent extra for cuts, breakages and future repairs.
It depends on the size and type of job. A splashback might be a day, while a full bathroom takes several days because the waterproofing has to cure before tiling and the adhesive and grout each need time to set. A tiler should give you a realistic schedule rather than promising a full bathroom in a day.
